The German Emirati Institute Kicks Off OFUQ 4.0 Elite Talent Programme with First Official Agreement

The German Emirati Institute (GEI) is proud to announce the kick-off of the OFUQ 4.0 Elite Talent Programme with the signing of its first official Memorandum of Understanding (MoU). This milestone marks the beginning of GEI’s mandate to design and deliver high-impact talent development initiatives for the UAE’s advanced industrial sectors.

OFUQ 4.0, launched by the Tawazun Council for Defence Enablement, is an elite national programme aimed at empowering a new generation of highly skilled Emirati engineers. GEI has been mandated by Tawazun to manage the programme’s international training pathways and capability-building components, ensuring world-class exposure and practical experience for selected participants.

The first company to formally join the programme through this MoU is Al Seer Marine, establishing the foundation for collaboration with strategic industry partners across the UAE.

Under OFUQ 4.0, GEI is responsible for the overall programme design, coordination, and delivery, leveraging its extensive network of German industrial, technological, and academic partners. Selected Emirati graduates will participate in a structured international training pathway in Germany, combining practical in-company placements with applied technical learning and mentorship.

The OFUQ 4.0 programme supports Tawazun’s vision of industrial localisation, innovation-driven growth, and sustainable Emiratisation. Through this mandate, the German Emirati Institute translates national strategy into concrete, measurable talent development outcomes, strengthening long-term cooperation between the UAE and Germany while building a future-ready Emirati workforce.
